100 Acceptance of apologies.

Cllrs Salter & Whitehouse will be late due to commitments as District Councillors at Lichfield District Council.

101 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes.

102 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

103 To accept and confirm minutes of the last Full Council meeting on Tuesday November 11th, 2025.

104 Clerk’s update on outstanding issues from last meeting:

  • Tree survey in St John the Baptist Cemetery. Consideration of three quotes received with a maximum of £1,000 + VAT spend.

  • Following the written receipt of a request from five Councillors at this point standing orders will be suspended to revisit the resolution made under Item 56, point 8 of 8, at the Sept Full Council Meeting & discussed further at Nov meeting without resolution & deferred whilst further advice sought.

106 To receive reports from District and County Councillors.

107 Finance.

Current financial position as of Tuesday 9th Dec 2025.

Unity Account £16,164.96. Nat West Current Account

£905.40. Nat West Business Reserve £38,823.52. Nat West Liquidity Account Ring Fenced funds for ear marked projects £85,522.04.

  • Transactions for approval.

  • Consideration of current financial position against budget and forecast.

RECOMMENDATION: Fully approved for proposed resolution at Council.

  • Agree Precept recommendation 2026/27

RECOMMENDATION: Precept increase of 18.40% to £251,000.

  • Agree future use of ring-fenced funds.

Cllr Thompson made the following recommendations:

  1. That the apportioned CIL and precept funds for Little Aston, Shenstone & Stonnall be called “The Capital Projects Fund.”

  2. That the CIL is apportioned according to the Neighbourhood Plan area that accrued the CIL. The Precept is apportioned in accordance with Parish ward apportionment or the households within the three Neighbourhood Plan areas.

  3. The Neighbourhood Plan Steering Group/Councillors elected inside the three areas to consult with their Neighbourhood Plan residents and determine capital project priorities.

  4. Bidding for further resources to be carried out either collectively and/or separately depending on the funding source requirements and offer.

Cllr Whitehouse agreed in principle but said Council should reserve the right to amend these guidelines in exceptional circumstances. All agreed.

RESOLUTION: That this must be taken to Full Council to discuss further.

Lengthsman contract: agree next steps.

It was agreed that Council need to look at the Lengthsman operation with a view to one person working 2.5 days per week and a second 2 days per week for no less than 44 weeks per year. RECOMMENDATION: Move forward via Employment Committee.

108 Planning.

Approve planning applications received in last month and update on any objections/ developments.

110 Community Grants.

Recommendations for Full Council from Finance Committee following grant review.

  • Sufficient funds available to offer community grants: Yes

  • Grant award cap (% of total requested funding): Maintain at 75%

  • Award limit (may be increased in exceptional circumstances): Agreed

  • Maximum budget allocation for all grants in a fiscal year: £30,000

111 Update on County Officer walk around Dec 2nd.

112 CIL

The following is an email from  David Smith to his fellow councillors: 
“Dear fellow Councillors,
In advance of Tuesdays Parish Council meeting I wish to express my opinions that might be helpful to members on the night. CIL fund is new money and, in my view, should be used for projects for which funding is not available, for example it should not be used where funding is available from other sources i.e. County, District or SPC as this only releases money for other work that may not benefit our residents.
Amongst the unfunded schemes that I am aware of from my days as County Councillor there are several in Little Aston, also field drains and soakaway in Stonnall Playing fields, refurbishment of Village entry signs across the parish, and many more that I am sure are on Parish members work programmes.
CIL money requires a strategic plan to ensure its most effective use, we need to consider what our electorate see as priorities, some of these may have come out of the Neighbourhood plan public meetings,

112.1 Use of CIL for the LA Re Run

112.2 bid for CIL for all 3 villages to LDC by 16th December and consideration of a SPC bid contribution

112.3 LDC Strategic CIL 2025. Approval of application for £60K for traffic calming equipment.

113 Under the Public Bodies (Admission to Meetings) Act 1960 a resolution has been made for the public and press to be excluded from the meeting at this point during consideration of the following item which concerns a legal matter:

‘Procurement of a Shenstone Playing Fields lease advisor and professional surveying consultant by Shenstone Parish Council’.

This item is for information, not a decision.
