Approved minutes of the Neighbourhood Planning & Property Committee Tuesday Nov 5th
1 Register of members in attendance
Cllrs David Thompson (Chair), David Salter, Gail Nicholls, Lesley Edgley, Phil Whitehouse, Simon Fisher. Shirley O’Mara (Clerk).
2 Acceptance of apologies.
None.
3 Public Participation.
Members of the public are invited to address Council for a maximum of 15 minutes. None.
4. Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

5 To accept and confirm minutes of the last Neighbourhood Planning & Property Committee Meeting April 18th 2024.
Accepted & signed.
6 Planning applications- update including outstanding applications and objections.
Objections are still pending on applications 24/00050, 23/01263, 24/00768.
Objection 24/00755 has been upheld as has 24/00618.
An objection will shortly be submitted for application 24/01102.
7 Review of Neighbourhood Plan Review progress.

Shenstone and Little Aston contract migration to note: Completed.

Extension of consultation to note: Extended to Nov 8th.

Confirmation of public and statutory responses received. Confirmed. So far 32 for Shenstone & 7 for Little Aston.

Consideration of extension of consultation funding application from Locality. An application to be submitted to Locality shortly.

Update on the Stonnall position.
Cllr Whitehouse confirmed that of the £10,000 grant funding received £45 has been spent so far. There is a programme for the expenditure of the remainder before the end of this financial year.
Chris Bowden has started work on the draft document and hopes to issue a track changes word version within two weeks. A splinter group is currently looking at design statements.
8 Richard Cooper Room: Update on roof position from David Salter.
The AGM is Thursday 14th November.
9 Heat Network Project.
a) LDC consultant appointment: HI Group.
b) Project management: Lichfield District Council & Shenstone Parish Council.
c) Meeting between Steering Group and consultant. Nov 21st proposed.
c) HI Group has to provide Shenstone and Stonnall with additional ‘Social Value’ support and will meet other village groups to progress.
d) The new LDC Warm Grant. This is a generous 30k per household grant scheme designed for households with a gross income of up to 36k. It is to be run by District Councils. Phil & David to enquire within LDC.
10 Lammas Land Boundary incursion: update. Witness statements forwarded to DAS law.
11 CIL funding

Consideration of income and future capital projects position following on from the last Parish Council meeting and in the light of projects being assembled our of current Neighbourhood Plan reviews.
RECOMMENDATION: That CIL funding is held and utilised by the Neighbourhood Plan area from which it was generated.

Lichfield District Council’s Community Infrastructure Levy (CIL) funding.
Investigate the eligibility criteria as possible projects include Shenstone Playing Fields & Little Aston Recreation Ground.
12 Lammas Land 10-year Plan: project leadership, funding & consultation implications. Cllr Thompsons & Edgley have read the report, and it is highly commended. Cllr Thompson would like to highlight three areas for discussion at Full Council: leadership with projects, assistance with grant funding and public consultation.
13 St Johns Church: request for funds towards new driveway.
There was some discussion as to which part of the driveway is in question with Cllr Fisher confirming it is the path from the gate through to the church.
Cllr Nicholls recalled that grant funding had been made to St Peters in Stonnall a few years ago for the upkeep of their paths so a precedent has been set. The Clerk will investigate and also secure the maintenance agreement.
RECOMMENDATION: Take to Full Council.
14 Lichfield Local Plan Options: discuss.
With only 5 weeks to go before the 11th Dec deadline it is imperative that the proposals are made public and distributed to allow as wide a consultation as soon as possible as Shenstone is identified for growth in two out of four options. Cllr Whitehouse stated that a planning session on the way it should be communicated is planned for District Councillors on Nov 6th & he will enquire whether Parish Councillors can join. Parish Council will facilitate with arranging meetings, perhaps one for Shenstone & one for Stonnall & Little Aston combined as one Ward. This is seen also as an opportunity to give identity and support for our Neighbourhood Plans.
15 Stonnall Pound noticeboard: update on restoration.
The designer has the artwork & is preparing a quote.
16 Blake Street traffic survey.
Cllr Salter had a frustrating on site meeting with two County Officers and the installer a few weeks ago where there were issues about location of the cameras. This was resolved eventually & the results are awaited.
17 Village entry gates on Birmingham Road.
Clerk to chase County Cllr David Smith has nothing has been heard for some time.
18 Footherley Road bench access works. Progress on land ownership.
Cllr Salter confirmed that having spoken with both Lichfield Council & Staffs Council there is still a question mark over who is ultimately responsible, and Land Registry searches have also been inconclusive. RECOMMENDATION:
Instead of a path for access install a hard standing area for the bench to be situated on. £600 approx.
19 Warm Homes Local Grants. Covered under item 9 d.
20 Request to use metal detector on Parish Council land.
RECOMMENDATON: Permission declined.
21 Shenstone Playing Fields Management
In accordance with the provision of Schedule 12A of the Local Government Act 1972, Section 5 of the Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations and Paragraphs 2, 3 and 7 of the Council’s Access to Information Rules, the public and press be excluded during consideration of the following item :
a) Charity Commission Position Update
b) Lease renewal update
c) Maintenance requirements

Cllr Nicholls asked the Clerk to pursue Staffs County re the site visit earlier this year to Stonnall Playing Field culvert looking at flooding issues.
