Approved minutes of meeting of Full Council held on Tuesday April 9th 2024, at Stonnall Community Centre.

199 Clerk’s update on outstanding issues from last meeting.

  • Defibrillator, Little Hay. Grant funding of £750 has been secured through London Hearts with the Parish Council match funding. Delivery and installation soon.

  • Revised Community Grant application for Shenstone Tennis Club £936.00 scoreboard, windbreak, solar lighting, Kollectable.

  • Revised Community Grant application for St Johns Hall £1500.00.

200 To receive reports from District and County Councillors.

County Cllr David Smith referred to Val Neale’s retirement and confirmed that she was currently unwell.

He spoke of the very positive response from Walsall District Councillors to the situation on Chester Road and offered his congratulations to SCAR on their input.

He observed that the demonstrations at the UAV engines factory were based on false information.

Traffic matters. Cllr Smith asked that he be involved as soon as possible with the Traffic Task Group.

Cllr Thompson noted that the information from the locations of the traffic survey which the PC had funded was presented in a different format to the rest of the survey and would prefer the same layout going forwards.

Cllr Thompson also expressed his opinion that the way the Parish Council have managed the Drone Factory issues over the last three years has been neutral and fair.

District Councillor Whitehouse referred to the meeting of 27th Feb with the Leader of LDC Cllr Pullen particularly noting the strong financial position LDC are in.

201 Planning.

Review & consider all planning applications received to date.

Next meeting of Neighbourhood Planning & Property Committee Thurs April 18th 2024 , at 10.00am Shenstone Community Library.

202 Finance.

Current financial position & transactions for approval as of 9th April 2024.

Nat West Current Account: £905.00

Nat West Business Reserve £54,272.27

Unity Bank Account: £1,123.00

Nat West Liquidity Account ring fenced funds for earmarked projects: £95,788.24.

The Clerk is awaiting confirmation of access to online banking. Once complete £15,000 will be moved from the ring-fenced funds to cover the Navigus bills to date, leaving £10,000 in ear marked funds for neighbourhood planning as agreed by Council at previous meetings.

The internal audit is scheduled for Weds 10th April.

Next meeting of Finance, Legal, Health & Safety Committee Tues April 18th at 11.00, 2024, at Shenstone Community Library. As both the Neighbourhood Planning Meeting & the Finance meeting are focusing on the Burial Authority Review & fees for St Johns Cemetery both meetings have been moved to accommodate.

203 Neighbourhood Plan refreshes;

204 Update on Heat Networks Development Unit bid for government funding by LDC/South Staffs Water Ltd.

Cllr Thompson reported the success in gaining a £148,000 Government grant to conduct an in-depth investigation and feasibility study following the success of the initial investigations and the gaining of the full support of Lichfield District Council and South Staffs Water.

205 Consideration of Emergency Grant Application from Stonnall Community Centre for a replacement projector:max £1101.00.
