Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

179 To accept and confirm minutes of the last Full Council meeting on Tuesday February 11th, 2025.

180 Clerk’s update on outstanding issues from the last meeting of Council:

181 New Councillor: Recommendation from interview panel.

182 To receive reports from District and County Councillors.

183 Recommendations from NP&P meeting Feb 26th

a) Lammas Land- A proposal that a letter from the Council be submitted to the Lammas Land Committee saying that the PC will go no further with pursuing the disputed incursion.

b) Future of our lampposts in Court Drive and Roman Road recommendation: Research is needed by the Parish Council:

a) into the historical background and
b)into costs of removal versus handing over functional items with comparison of making good and operating costs.

c) Concerns about builders parking on St John’s Hill on the pavements. Recommendation: Refer to PCSOs to monitor

d) The missing 30 mph sign on Lynne Lane opposite the entrance to South Staffs Freight. Action: Cllr Edgely to chase the SCC report.

e) Richard Cooper Room roof. Action: Cllr Salter to be delegated to attend the next Richard Cooper Room meeting and report back to Full Council.

f) Gateway: A5127 southern entrance marker gates; held pending outcome of Wall PC’s wooden ‘test’ initiative. Next meeting of NP&P committee TBC .

184 Planning:

To receive planning applications submitted in the past month and update on any objections/ developments.

185 Finance.

Current financial position & transactions for approval as of Tues March 13th 2025.

Next meeting of Finance, Legal, Health & Safety Committee: 25/03/25 at 5:30 in the Parish office

186 Earmarked Funds:

Division of the 30k CIL element and consideration of the division of the £72k non-CIL element. Unanimous agreement to propose to Council the ring fencing of £20k. See background papers

187 SPFMC expenditure:

To receive a Draft proposal for exceptional funding consideration for SPFMC debt.
Recommendation: full proposal to be brought to Council in March with background papers circulated prior to the meeting. Possible c £6,500 cost consideration. See background papers.

188 Office hours:

to consider proposal for changes to times/days that the office is open to the public. See background papers.

189 Newsletter:

Call for articles for inclusion. Closing date 17th March 2025.

190 VE Day 80: Thursday 8th May.

To consider acceptance of grant applications for community celebrations and if approved to set a financial limit. To consider purchase of VE Day 80 flag for office flag-pole – £10

191 Membership to outside organisations. To update, confirm and approve nominations.

192 Standing Order review:

to approve and insert additional wording to the SO to permit the payment of honorarium to committee chairs as per previously made resolution.
