Approved minutes of meeting of the Finance, Legal, Health & Safety Committee on Tuesday Nov 19th 2024 at the Parish Office

1 Register of Members in attendance

Cllr Gail Nicholls (Chair), Cllrs David Thompson, Lesley Edgley & Simon Fisher. Shirley O’Mara (Clerk).

2 Acceptance of apologies. Cllrs David Salter & Phil Whitehouse.

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes. None

4 Declarations of interest. Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

None

5 To accept and confirm minutes of the last Full Council meeting on 1st Oct 2024.

6 Finance.

Current financial position as of Tues Nov 19th 2024.

Nat West Current Account £904.65. Nat West Business Reserve £34,550.24.

Nat West Liquidity Account £112,492.58. Unity Account £84,071.03.

Transactions for approval.

The Clerk confirmed that Keeleys Solicitors will not be billing Council for any advice provided over the last weeks as no file was opened to action.

7 Precept: consideration & analysis of options.

The Clerk shared the following price increase data with Members.

Utilities- 10% £1200.00 extra per annum.

B,T -7.9% £181.00 extra per annum.

Lichfield District Council Maintenance Contract 3% £1680.00 per annum.

Boldmere Computers-10% £667.00 per annum.

National insurance increase £1670.00 per annum

Salaries: increase of £1300 for 2024/5 so likely to be a further 3% in 2025/6.

Lengthsmen salaries both to be adjusted at roughly 3% also.

All other costs, especially those involving labour, likely to rise significantly so a 10% increase added for the benefit of forecast.

Council is also considering additional administrative support for the next financial year. The likely additional spend for everything is circa £30,000. Therefore, the Committee make the following recommendation.

RECOMMENDATION: Increase Precept by £30,000 which is a change of Band D from £49.76 to £57.54.

8 A.O.B

St Johns Churchyard path restoration: The Clerk has today received documentation from St Johns Church Faculty but as there has been no time to review it the item will carry forward to Full Council.

Remuneration for Chairs of Committees: following analysis of other Council payments, the Committee makes the following recommendation.

RECOMMENDATION: £750.00 paid to the Chair of Neighbourhood Planning & Property Committee & Finance, Legal, Health & Safety Committee per annum.

Neighbourhood Plan: Cllrs Thompson & Edgley will complete an application to Locality for additional funding towards Communication costs and also SEA screening.
