Approved minutes of the Finance, Legal, Health & Safety Committee on Tuesday January 28th, 2025, at 4.30pm at Shenstone Community Library.

1 Register of Members in attendance.

Cllr Gail Nicholls (Chair), Cllr Lesley Edgley, Cllr David Thompson, Cllr Simon Fisher, Cllr Phil Whitehouse, Cllr Alan Pugh.

2 Acceptance of apologies.

Cllr Salter.

3 Public Participation.

Members of the public are invited to address Council for a maximum of 15 minutes .None

4 Declarations of interest.Members should consider whether they should partake in any discussion or vote on matters on the agenda unless they have a dispensation:

Cllrs Whitehouse, Nicholls, Thompson & Fisher all expressed interest in item 7 but all have dispensations.

5 To accept and confirm minutes of the last Finance Legal Health & Safety meeting on Tues Nov 19th 2024.

Duly approved & signed.

6 Finance.

Current financial position as of Tues January 28th, 2025.

Unity account £21,758.19. Nat West Current account £904.65, Nat West Business Reserve £24,628.24, Nat West Liquidity Account earmarked funds £113,308.96.

Transactions for approval: no questions raised.

7 Consideration & recommendation of Community Grant Applications.

( see attached spreadsheet)

8 Consideration of request from Stonnall Playing Fields Management Committee for legal advice re the existing Playing Field lease & clarification of ownership & responsibilities. Approx £800.00.

This item was not discussed as it is no longer required.

9 A.O.B.

– The Clerk informed the Committee that advice re a grant application has been sought by Shenstone Tennis Club. As the email has been received after the closing date for community grant applications the Clerk will advise of the procedure for a Councillor led grant if appropriate.

Cllr Whitehouse reported the Stonnall Neighbourhood Plan professional consultant’s fee requires extending to £7,500 from the original £5,100. This increase is within the original government grant of £10,000. Cllr Whitehouse stated that while it is intended to keep the total project costs within the 10k grant limit the project may exceed the grant limit by 1.2k

Cllr Thompson has submitted another application to Locality for £6,543.55 to bring the Shenstone & Little Aston Neighbourhood Plans to Reg 16 stage. This will allow both the Shenstone and Little Aston NP projects keep entirely within their allocated government funding.
