Notice of vacancy in the office of Councillor for Shenstone Ward of Shenstone Parish Council

For a by-election to be held to fill the vacancy, a request by TEN registered local government electors in Little Aston Ward of Shenstone Parish Council must be made, within 14 days of this notice (excluding Saturdays, Sundays and bank holidays) to:

On receipt of a valid request, the Returning Officer will set the date of an election to be held in accordance with Rule 5 of the Local Elections (Parishes and Communities) (England and Wales) Rules 2006.

If an election is not requested, the Shenstone Parish Council will co-opt a person to fill the vacancy as soon as practicable.

Shenstone Branch- Extended Consultation Survey

We are proposing to undertake an additional survey regarding our proposals to operate from Shenstone over 3 days instead of the current 5 days. This is in response to patient feedback they would like to provide more information of their views.

This short survey explains why we are considering the change and asks for your views. Closing date for responses is February 26th

Information About the Proposal
Shenstone Branch offers services to around 2300 patients registered at the Westgate Practice, living in Shenstone, but is available for all patients registered with us.  The Practice looks after around 31,200 patients. 

We need to balance services fairly and safely across both locations at Greenhill and Shenstone so we can meet overall demand.

On 24 February 2026 The Parish Council were advised by the practice manager that our request for them to extend the survey after their proposed closure date was declined and they confirm the closure date of the survey is 26th February 2026.

Local Government Reorganisation (LGR) in Staffordshire

On 5th February 2026 the government launched its formal consultation on Local Government Reorganisation (LGR) in Staffordshire (originally indicated to happen in May 2026).

The 5 proposals that have been submitted from the various authorities include plans for two, three, or four unitary councils to replace the existing District and County Council system which currently covers the whole of the Staffordshire area. The consultation asks you questions about each proposal.

This consultation will last for 7 weeks and closes at 23:59 on 26th March 2026.

FYI, this Parish Council is supporting LDC’s submission (proposal 4 in the attached document) for a three authority split.

Please voice your opinion. The Government will consider all of the submissions and make the decision in respect of how Staffordshire is governed in 2027/8″

Unitary Council Proposals 1 – 5 

Proposal 1
Cannock Chase District Council, East Staffordshire Borough Council, Stafford Borough Council, Stoke‑on‑Trent City Council proposed 2 unitary councils. These would comprise the current areas of: 

North Staffordshire: Newcastle‑under‑Lyme, Staffordshire    Moorlands, and Stoke‑on‑Trent 

South Staffordshire: Cannock Chase, East Staffordshire, Lichfield, South Staffordshire, Stafford, and Tamworth

Proposal 2
Staffordshire County Council proposed 2 unitary councils. These would comprise the current areas of: 


East Staffordshire: East Staffordshire, Lichfield, Staffordshire Moorlands, Stoke-on-Trent, and Tamworth

West Staffordshire: Cannock Chase, Newcastle-under-Lyme, South Staffordshire, and Stafford

Proposal 3
Staffordshire Moorlands District Council proposed 2 unitary councils: This includes a request to split existing district council areas between the proposed new councils. These would comprise the district areas of:    

North Staffordshire: Newcastle-under-Lyme, Stoke-on-Trent, Staffordshire Moorlands, plus 16 parishes from East Staffordshire and 6 from Stafford

Southern and Mid-Staffordshire: Cannock Chase, Lichfield, South Staffordshire, Tamworth, and the remaining 22 parishes of East Staffordshire, and 34 of Stafford

Proposal 4
Lichfield District Council, South Staffordshire Borough Council, Tamworth Borough Council proposed 3 unitary councils. These would comprise the current areas of:

North Staffordshire: Newcastle-under-Lyme, Staffordshire Moorlands, and Stoke-on-Trent

South-West Staffordshire: Cannock Chase, South Staffordshire, and Stafford

South-East Staffordshire: Lichfield, East Staffordshire, and Tamworth

Proposal 5
Newcastle-under-Lyme Borough Council proposed 4 unitary councils. These would comprise the current areas of:

Unitary Authority 1: Newcastle-under-Lyme

Unitary Authority 2: Cannock Chase, South Staffordshire, and Stafford

Unitary Authority 3: Staffordshire Moorlands, and Stoke-on-Trent

Unitary Authority 4: East Staffordshire, Lichfield and Tamworth.

Residents invited to ‘Meet the Leader’ 

Residents, businesses and community groups are being invited to a special Meet the Leader event to learn more about Local Government Reorganisation (LGR) and share their views on what it could mean for Lichfield District.

The free event will take place on Thursday 16 October 2025, from 5.30pm to 7.30pm at The George Hotel, Bird Street, Lichfield.

Hosted by Councillor Doug Pullen, Leader of Lichfield District Council, the session will give attendees the chance to hear directly from him about the proposals being considered for reorganising councils in Southern and Mid Staffordshire.

The event will also explain the potential opportunities and challenges of replacing the current two-tier system with new unitary councils – single organisations that would deliver all local services.

Attendees will then be able to ask questions during an open Q&A session and take part in informal discussions with the Leader and senior officers.

Councillor Doug Pullen said: “Local Government Reorganisation is one of the most significant changes facing our area in decades, and it will shape how services are delivered for years to come. This event is a chance for residents to hear first-hand what is being considered, to ask questions, and to share their views about the future of their local council. I would strongly encourage anyone who wants to understand the proposals and have their say to join us on 16 October.”

Booking is free but spaces are limited. Residents are encouraged to register early to secure their place.
